Internet in Estonia: Tallinn, Tartu and the Islands (2026)

Estonia is inside EU roaming and one of Europe's most digital countries. How to stay online in Tallinn, on the islands and near the Russian border, and who to call.

Telcomia·

Estonia is one of the most digital countries in Europe: almost every public service runs online, and mobile coverage reaches most of the country. Most visitors spend a few days in Tallinn, often arriving by ferry from Helsinki, and add Tartu, Lahemaa National Park, the beach town of Pärnu or the island of Saaremaa. Estonia is part of the EU's Roam Like at Home area, so EU SIM cards work there as at home, while SIMs from outside the EU usually pay roaming by the day.

Key facts for Estonia

  • EU roaming: covered by Roam Like at Home
  • Local networks: Telia, Tele2, Elisa (depending on the plan)
  • Emergency numbers: 112
  • Embassies: in Tallinn

Tallinn

Tallinn's medieval Old Town is compact and best seen on foot, and the signal is strong across the city. Buses and trams accept contactless bank cards and phones at every door, and repeated taps on the same day are capped at the price of a day ticket. Bolt, the ride-hailing app founded in Tallinn, is the easiest way to get a car.

Helsinki ferries and Saaremaa

The crossing to Helsinki takes about two hours, and on the way your phone moves onto Finnish networks; EU SIM cards stay under Roam Like at Home, but keep data roaming switched off once the ship is far from the coast, as an onboard network can bill at satellite rates. The car ferry to Saaremaa takes about half an hour, and the island's villages have a good signal.

Tartu and the south

Tartu, Estonia's university city and a European Capital of Culture in 2024, is about two to two and a half hours from Tallinn by train, and the trains have Wi-Fi on board. In summer, Pärnu on the west coast becomes the country's beach resort, and coverage is good along the main roads between them.

Narva and Lake Peipus

In Narva, the river is the border with Russia, and Ivangorod fortress stands on the opposite bank. Phones in the town and along Lake Peipus can latch onto Russian masts, whose roaming charges are high and fall outside EU rules, so set your phone to choose an Estonian operator by hand or keep data roaming off. Most governments advise against travelling into Russia.

Bogs, forests and winter

Lahemaa and Soomaa national parks have boardwalk trails through bogs and forests, with a patchy signal away from the villages. In winter, days are short and temperatures often fall well below zero, so carry a power bank and keep your phone in an inside pocket.

Getting connected

EU SIM: nothing changes from home. Add a travel eSIM only if your plan's data for the EU is too small.

From outside the EU: load a travel eSIM onto your phone before you leave; it activates on its first connection in Estonia, and your own number goes on receiving calls, texts and bank codes.

Estonian prepaid SIMs are sold in supermarkets and R-Kiosk shops.

Consular protection: who to call in Estonia

  • 112 reaches the police, ambulances, the fire service and rescue.
  • Embassies are in Tallinn. The Telcomia app shows yours, with address and phone.
  • Emergency phrases in Estonian are in the app, with audio, if you need to make yourself understood.
