Internet in Montenegro: A Euro Country, Not Yet in EU Roaming (2026)

Montenegro uses the euro but is not in the EU roaming area yet. How to stay connected on the coast, in the mountains and near the borders.

Many visitors reach Montenegro by road from Dubrovnik. The drive is short, the currency does not change, and the phone keeps working, so it is easy to assume nothing else changes either. It does: Croatia is in the EU's "Roam Like at Home" area and Montenegro is not part of it yet, so the same data that costs nothing extra in Dubrovnik can be billed as roaming a few kilometres later.

Will Montenegro join EU roaming?

It is on the way, not done. In June 2026 the Council of the EU opened negotiations to bring Montenegro and the rest of the Western Balkans into the Roam Like at Home area. Each country has to align with EU roaming rules first, so until an agreement applies, your EU operator can still charge you. Some operators already include Montenegro voluntarily, which is why it pays to check your own tariff.

If your SIM is from Albania, Bosnia and Herzegovina, Kosovo, North Macedonia or Serbia, you are already covered: the Western Balkans regional agreement has removed roaming charges between those countries since July 2021.

The border trap

Near the borders with Croatia, Bosnia and Herzegovina and Albania, phones often jump to the strongest signal, even if it belongs to the country next door. On a home SIM that can mean roaming in a third country without leaving Montenegro.

Two habits help. In your phone's mobile settings, switch network selection from automatic to manual and pick a Montenegrin network while you are near a border. And if your route continues into Croatia, Bosnia and Herzegovina or Albania, look at a regional plan that covers several of these countries on one eSIM.

Coast, canyons and mountain roads

The Bay of Kotor, Budva and the towns along the coast have good coverage, and so does Podgorica. Inland it is patchier: on the roads through Durmitor, in the Tara and Morača canyons and on mountain passes the signal can drop for long stretches. Download offline maps before you set off, and save your accommodation's address while you still have data. On boat trips the signal holds near the shore and fades further out.

Getting connected: travel eSIM or local SIM

The travel eSIM downloads at home from a QR code, and the plan does not start until the phone latches onto a Montenegrin network, whether you land in Tivat or Podgorica or drive across the border. It is a data-only line: you keep your number for incoming texts, WhatsApp works as normal, and you can give your laptop a connection.

A Montenegrin prepaid SIM from One, Crnogorski Telekom or m:tel is sold in their shops and at many kiosks. You need your passport to register it, and you will have to swap out your home SIM unless your phone holds two.

Consular protection: if something goes wrong in Montenegro

  • 112 reaches all emergency services; 122 is the police, 123 the fire service and 124 an ambulance.
  • Embassies are in Podgorica, but several countries cover Montenegro from an embassy in a neighbouring country. The Telcomia app shows which mission is responsible for you, with address and phone.
  • If you are an EU citizen and your country has no embassy or consulate in Montenegro, the embassy of any other EU country must help you on the same terms as its own nationals (Article 23 of the Treaty on the Functioning of the EU).
