Where EU roaming doesn't work

Under the EU's 'roam like at home' rules, you can use your mobile plan from an EU country at no extra cost in 32 countries: the 27 EU member states, Iceland, Liechtenstein and Norway and, since 1 January 2026, Ukraine and Moldova.

Outside this area the rules don't apply: your operator can charge roaming fees, and prices can be high. Some operators include certain countries in their plans, so check yours before you travel.

When your EU plan doesn't apply even inside Europe

  • On ships: at sea your phone can connect to the ship's network, which isn't covered and is usually expensive. Your operator must warn you by text, and data stops at €50 unless you agree to continue.
  • On planes: mobile service on board isn't covered. Use flight mode.
  • Via satellite: if your phone connects through a satellite network, EU price caps don't apply.
  • Near borders: close to Switzerland, your phone can connect to a Swiss network while you are still in the EU and pay non-EU rates. Choose your network manually to avoid it.

How to avoid roaming charges outside the EU

Before you go, check whether your plan includes your destination. If it doesn't, a travel eSIM gives you local data at a fixed prepaid price: you install it before the trip and keep your usual SIM for calls and messages.

Telcomia combines travel safety information (risk levels, embassies and emergency phrases) with prepaid data eSIMs in more than 200 countries.
